NWSEO is the only organization with the ability to lobby Congress and the Administration to preserve NWS jobs, promote better working conditions and career promotions for NWS employees, and participate in collective bargaining.

Organizational Profile
The NWSEO is the certified union representative for employees of:
the National Weather Service; the Wallops Command and Data Acquisition Station of the NESDIS; attorneys in the NOAA Office of General Counsel; Atlantic Oceanographic and Meteorological Lab of OAR; and the Hurricane Hunters in the Aircraft Operations Center of the Office of Marine and Aviation Operations, except those excluded by law, i.e., supervisors, managers, confidential employees, or those engaged in personnel work in other than a purely clerical capacity.
The NWS has been supplying professional weather services to the citizens of the United States since February 9, 1870. The NWSEO has been serving as the voice of the NWS employees since July 1976.
Under the leadership of NWSEO President Dan Sobien and Vice President Bill Hopkins, recent examples of successful NWSEO representation include:
- Securing a GS-8 upgrade for all field office ASAs
- Establishing and securing the Health Club and Wellness Service Fee Rebate Program
- Prevented the consolidation of CWSUs to preserve aviation safety and NWS employee jobs.
- Prevented CONOPS
- Negotiating protection for Met Interns applying for Journeyman openings in a recent MOU.
- Ensuring part-time employees are entitled to Sunday Pay Differential
- Three back-pay grievances in 2010 put more hundreds of thousands of dollars in employees’ wallets. This including lost overtime pay for Met Intern Night Time Differential and FLSA non-exempt status.
- Ensuring that the agency comply with Federal law; recent examples include ensuring employees are compensated for business related travel expenses and ensuring FLSA non-exempt employees receive compensation for overtime work at one and one-half their hourly rate.
NWSEO's Mission
- To preserve and promote the professionalism and excellence of atmospheric and environmental science, services, and the associated enforcement functions in the United States, its territories and possessions;
- To represent its members' interests in dealing with the DOC, NOAA, National
Weather Service, National Environmental Satellite, Data, Information Service, NOAA Office of General Counsel, and other Federal agencies concerning personnel policies, practices, grievances, and other work related matters;
- To represent its members' interests before the Congress of the United States;
- To preserve and advance in every reasonable way the rights, working conditions, and general welfare of the membership in the United States, its territories and possessions;
- To uphold and forward the principles of justice, equality, and fraternity;
- To represent its members' interests to the news media and public of the United States;
- To promote better employee management relations.

The members of NWSEO pay and provide you with the protection of the NWS/NWSEO Collective Bargaining Agreement. But that is only part of the representation that NWSEO provides to its members.
