Dan Sobien is considered an expert in the areas of marine meteorology, air-sea interaction and coastal flooding. He has published several scientific papers on those topics. Dan started his career in the National Weather Service in 1991.
Mr. Sobien became involved with the National Weather Service Employees Organization (NWSEO) in 1996, serving as the Steward in the Weather Forecast Office in Tampa Florida. He became an activist in the late 1990s to help hold off funding cuts to the National Hurricane Center and the NWS’s Southern Region. Mr. Sobien was elected Southern Region Chairman of the NWSEO in 1999. In 2002, Mr. Sobien became the Executive Vice President of the NWSEO and President in 2005.

Military Service: U.S. Navy
William Hopkins served ten years in the U. S. Navy. His unit was part of the military operation during the American Hostage Crisis in 1980. It was while he was in the service that Bill developed a keen interest in meteorology.
After his service in the Navy, Bill was promptly hired by the National Weather Service. He has been a member of NWSEO for most of his career and has served as Branch Steward in Lubbock, Texas and Southern Region Chair. In 2005, Bill was elected to the position of NWSEO Executive Vice President.
Bill and his wife Gayle have two grown children. He enjoys photography and travel.

Mr. David A. Solano has been employed by the National Weather Service since February 1990. Mr. Solano is a Senior Hydro-Meteorologist and works at the Middle Atlantic River Forecast Center in State College (Happy Valley) Pennsylvania. Mr. Solano, a long time NWSEO member, serves as a Board member on the NWSEO National Labor Council. He has also served as NWSEO representative on numerous national, regional and local workgroup teams.
Mr. Solano is the recipient of the National Weather Service (NWS) National Cline award in Hydrology (2012), Regional Isaac Cline award in Hydrometeorology (2011 and 2007), Bronze Medal Group award (2012 and 2007), NWS Eastern Region Employee of the Month award (2006), Bronze Medal Group award (2005, 2004, 2001 and 1997), Gold Medal Group award (1997) and numerous Special Act or Service awards.
Dave and his wife Linda, have three children: Maria, Nicole and David. He has many hobbies which include hiking, hunting, fishing and collecting pre-war and post-war Lionel trains.

Richard Hirn is a Washington, DC attorney who represents both public and private sector labor organizations. He has earned a national reputation for innovative and progressive approaches to labor, constitutional law, civil service and employment discrimination litigation, and has been responsible for significantly expanding the collective bargaining rights of Federal employees and their unions.
Hirn has served as NWSEO General Counsel since 1981, and as its Legislative Director and lobbyist since 2005.

Christy brings 20 years’ experience in business and marketing to NWSEO. She earned several regional awards in Public Relations and a variety of retail tax operations achievements while working for H & R Block in Orlando, Florida.
Christy transitioned to assisting the Vice President, Editor-in-Chief of Mathematics for Harcourt School Publishers, focusing on personnel organization and human resource management. Christy is happiest when helping others. While at Harcourt, Christy led the office to raise more than $12,000 to end child hunger through the Share Our Strength Organization. She represented Harcourt at the Share Our Strength Leadership Conference in New York. She is excited to work for the members of NWSEO.

Emily Roy is NWSEO’s new Bookkeeper and PAC Treasurer. Emily has significant experience working in a variety of accounting fields including internal auditing, corporate accounting, and public accounting. She has a passion for numbers, organization, helping others, and is proud to be a part of the NWSEO organization.
Emily was born in Jackson, Mississippi then moved to Pensacola, Florida early in her childhood, where she has lived most of her life. She and her husband, Ryan, are expecting twin girls to arrive in September 2015. In their free time they love spending time outdoors, playing tennis, and especially spending quality time with family and friends.
