National President Dan Sobien

Master’s of Business Administrations – Embry Riddle University
Dan Sobien is considered an expert in the areas of marine meteorology, air-sea interaction and coastal flooding. He has published several scientific papers on those topics. Dan started his career in the National Weather Service in 1991.
Mr. Sobien became involved with the National Weather Service Employees Organization (NWSEO) in 1996, serving as the Steward in the Weather Forecast Office in Tampa Florida. He became an activist in the late 1990s to help hold off funding cuts to the National Hurricane Center and the NWS’s Southern Region. Mr. Sobien was elected Southern Region Chairman of the NWSEO in 1999. In 2002, Mr. Sobien became the Executive Vice President of the NWSEO and President in 2005.

Mr. David A. Solano has been employed by the National Weather Service for more than 22 years. Mr. Solano has been a long time NWSEO member. He serves as a Board member on the NWSEO National Labor Council and has served as NWSEO representative on numerous national, regional and local workgroup teams.
Dave is the recipient of the Regional Isaac Cline award in Hydrometeorology (2007), Bronze Medal Group award (2007), NWS Eastern Region Employee of the Month award (2006), Bronze Medal Group awards (2005, 2004, 2001 and 1997), Gold Medal Group award (1997) and numerous Special Act or Service awards.
Dave and his wife, Linda, have three children: Maria, Nicole and David. He has many hobbies including hiking, hunting, fishing and collecting Lionel trains.

Richard Hirn is a Washington, DC attorney who represents both public and private sector labor organizations. He has earned a national reputation for innovative and progressive approaches to labor, constitutional law, civil service and employment discrimination litigation, and has been responsible for significantly expanding the collective bargaining rights of Federal employees and their unions.
Hirn has served as NWSEO General Counsel since 1981, and as its Legislative Director and lobbyist since 2005.

Lisa Luciani

Lisa Luciani brings a variety of communications experience to the NWSEO team. A former teacher, she returned to college to pursue a career in journalism. Lisa worked as a reporter and producer for NBC affiliates in Charlottesville, VA, Tallahassee and Orlando, FL. Lisa’s career path follows the current trends in technology. She worked as a communications specialist for the School District of Lee County and the City of Tallahassee. In both of these roles, Lisa's work focused on media relations and employee communications She also developed the first online employee newsletter at both locations. Lisa is happy to bring her expertise to work for NWSEO.
Lisa is involved in day-to-day operations of the union and her responsibilities include recruitment, internal communications, and media relations. Lisa is webmaster of NWSEO.org and editor of Four Winds.
Director of Membership Services
Peter Nuhn

MA – Antioch College School of Law
Peter began his career with NWSEO in 1988. His primary focus is on Membership Services. Highlights of his career include conducting four organizing drives, including two National Weather Service units in San Juan, Puerto Rico and another in Las Vegas, Nevada.
Peter earned his bachelor’s degree in Political Science at Marshall University and a master’s degree from Antioch College School of Law. His background in law has been useful in his work with NWSEO’s General Counsel and in his role as Labor Relations Specialist and legislative assistant.
